Taiwan's quick move and social solidarity impressed the world during the Covid-19 pandemic. This is possible because of the collaboration among the government, civil society, and the [g0v.tw](http://g0v.tw/) community to provide open source apps to combat covid-19. The collaboration is the result of 10 years of effort. The g0v.tw community, G-zero-V, started an experiment in 2012, trying to use the open source model beyond software development and to include non-programer in the open source projects, to provide digital solutions to social issues. As of September 18, 2022, the experimental results are 52 hackathons, more than 455 repositories on Github, more than 853 proposals, and more than 10 thousand g0v participants from various domains in the slack channel. This presentation will share the g0v's 10-year experiences in creating an open source social infrastructure that allows citizens from various domains to take "minimum visible actions" and develop solutions to social issues together through open source collaboration, including how the principles of the open source shaped the communities' mission and governance, how the organizers empowered and engaged the contributors, the cases during the covid-19, the impacts and possible visions and challenges in the next 10 years.
